When Jakarta goes two to three weeks without rain and air quality starts to slide, Indonesia's meteorological authority has a new tool ready: generators mounted on high-rise buildings designed to coax moisture out of passing clouds. The approach marks a practical shift in how the capital manages the increasingly harsh dry seasons that come with prolonged drought periods.

How the Technology Works

BMKG (Indonesia's Meteorology, Climatology, and Geophysics Agency) and the DKI Jakarta Disaster Management Agency (BPBD DKI Jakarta) have jointly installed ground-based generators across a number of tall buildings in the city. When suitable clouds are present, the devices release water vapor or flares into the air to stimulate rainfall.

BMKG Head Teuku Faisal Fathani, speaking at the Presidential Palace Complex on Tuesday 28 July, was clear about the limits of the method. "If there are no clouds, we can't modify," he said. The operation is strictly situational: teams assess developing weather conditions in coordination between the two agencies before activating any equipment. The goal is to bring down air temperatures and improve air quality when a dry stretch has lasted long enough to become a health concern.

Why Clouds Are Non-Negotiable

The key constraint is atmospheric. Cloud-seeding of any kind, whether from aircraft or ground-based units, requires existing cloud cover to work with. Jakarta's approach using building-mounted generators is notable because it eliminates the need to scramble aircraft every time conditions become favorable, allowing faster, more flexible responses. Operations are triggered only when the city has been rain-free for roughly two to three weeks and cloud cover is sufficient to make intervention worthwhile.

Fathani confirmed that the expected benefits include both temperature reduction and air quality improvement, two concerns that directly affect residents and visitors during the dry season.

Context: A City Under Seasonal Pressure

Jakarta regularly faces air quality challenges during the dry months, a combination of traffic emissions, industrial activity, and the absence of rain to wash pollutants from the atmosphere. Weather modification has been discussed as one part of a broader toolkit; VOI also reported separately on 29 July that the government is investigating the use of drones for similar weather modification operations, and that BMKG has argued artificial rain is significantly more cost-effective than other water-supply interventions.
